CRR congratulates Defra on grasp of collection issues.

CRR welcomes the Defra endorsement of a clear hierarchy of collection methods, as highlighted by WRAP research, to bring valuable resources out of the waste stream for efficient recycling into new products by the reprocessing industries; and which in Wales is being promoted by a Minister and government committed to providing leadership. As Defra indicates in the stage 2 consultation on the transposition of the revised waste framework directive (rWFD), kerbside sort approaches to recycling should be given preference over MRF sort collections in order that the rWFD is complied with. With WRAP, WAG and Defra now all in agreement, it is expected that the governments of NI and Scotland will follow suit.

Mal Williams, Chair of CRR, said: “Well done to Defra and the new coalition government for recognising that kerbside sort is more effective than MRF sort for producing high quality recyclable resources." He added: “However, as the coalition government’s ‘localism’ agenda pushes responsibility onto the community, it is clear there is much debate still to be had. The interpretation of technical, environmental and economic practicability within the Regulations is a key example. It is also disappointing to see no mention of carbon as an expected decision criteria for local authorities.”

The Campaign for Real Recycling wants central government and local authorities to act urgently to improve the quality of materials collected for recycling in the UK.  Real recycling is about maximising the economic, environmental and social benefits of recycling for everyone, from the local council tax payer to the global re-processing industry. Our concern is that collection systems that gather a range of different materials in one bag or bin and then compact them could permanently undermine the environmental and financial benefits of recycling. Our campaign aims to influence local authority policy and practice, and build consensus within the UK of the economic and environmental importance of highly separated collections.
